No person may act in such a way as to cause harm to another person or their property.<br />2. A person my in their own defence, or the defence of another person, harm the perpetrator only insofar as to stop that perpetrator causing harm, or to mitigate that perpetrator's harm to another person.<br />3. Those people that cause harm to a person, or their property, must make good the harm caused.<br /><br />These three rules pretty much cover all human behaviour, from fighting to designing things of utility that may or may not cause harm.<br />So that the individual is responsible for their actions.
